The Capital Projects Procurement Manager is responsible for managing procurement activities supporting capital improvement projects and capitalized equipment for Levi’s Stadium. This role leads the solicitation, evaluation, negotiation, and award of contracts for public works construction, engineering, architectural services, equipment, and supplies.

 

Working in collaboration with project management and operational teams, the position advises on procurement strategy during project planning and leads competitive solicitations and contract execution. The role also prepares and presents legislative reports and recommendations for Board approval.

 

This position ensures procurement activities align with business objectives and governance policies while maximizing efficiency, controlling costs, enhancing spend visibility, and building strong partnerships with internal and external stakeholders.

 

Responsibilities and Duties:

  • Manage procurement activities for medium-to-large capital projects.
  • Develop and administer competitive solicitations for construction, engineering, architectural services, and other capital goods and services.
  • Draft solicitation documents, including scope of work, technical requirements, evaluation criteria, and instructions.
  • Collaborate with project managers and stakeholders to define requirements and develop procurement strategies.
  • Advise stakeholders on procurement methods, timelines, and evaluation approaches.
  • Determine appropriate solicitation methods (RFB, RFP, RFQ/RFSOQ, RFI).
  • Facilitate solicitation processes, including vendor communications, addenda, pre-proposal conferences, and bidder inquiries.
  • Coordinate and support proposal evaluations and evaluation committees.
  • Lead contract negotiations to achieve favorable pricing, terms, and risk mitigation.
  • Draft and manage contracts, agreements, and modifications in coordination with legal and stakeholders.
  • Partner with Risk Management to define insurance and bonding requirements.
  • Conduct market research and vendor outreach to identify qualified suppliers.
  • Prepare contract award recommendations and supporting reports.
  • Maintain procurement documentation to ensure transparency, compliance, and audit readiness.
  • Ensure compliance with procurement policies and applicable regulations.
  • Build and maintain effective relationships with stakeholders and suppliers.
  • Perform other duties as assigned.

Required Abilities and Skills:

  • Strong analytical skills with the ability to evaluate complex procurement, contractual, and technical information.
  • Ability to manage procurement activities independently from planning through contract execution.
  • Strong project management skills, including the ability to manage multiple priorities and meet deadlines.
  • Sound judgment and decision-making in evaluations, negotiations, and award recommendations.
  • Effective written and verbal communication skills.
  • Ability to build and maintain trusted relationships with internal and external stakeholders.
  • Ability to advise and influence stakeholders using data-driven insights and professional judgment.

  • Proficiency in using technology to streamline procurement processes.
  • Knowledge of governance, compliance, and procurement regulations.

Education and Experience:

  • At least 5-7 years relevant work experience, or an equivalent combination of education and experience.
  • Extensive knowledge of contracting and procurement procedures, including both the private and public sectors.
  • Experience with capital improvement projects or construction procurement.
  • Familiar with Uniform Commercial Code rules and regulations and contract law as it relates to the procurement of goods and services.
  • Experience with Microsoft Suite, including Excel, Outlook, & Word.
  • Bonfire Interactive or similar bid management systems and DocuSign experience required.

Compensation:
